CEA, Alsace’s return in force.
What you must remember
The European community of Alsace was officially born on January 1, 2021 from a merger between the departmental councils of Bas-Rhin and Haut-Rhin for the benefit of a unique structure in France. It elected as its first president the former president of the departmental council of Bas-Rhin, Mr. Frédéric Bierry.
The idea is to create a new community on the basis of the existing departmental councils, adding some new skills. That is to say, a single administration, a single assembly and identical or even similar policies.
The super powers of the CEA :
Bilingualism: it will have the resources, particularly with regard to primary and secondary education, and will be able to recruit bilingual speakers by contract.
Cross-border cooperation: possibility of strengthening cross-border links or acting in cooperation in the field of health.
Roads: management of departmental and national roads and almost all of the two motorways, ie 6,600 km. It could also set up a heavy goods vehicle charge to regulate traffic.
Tourism: management of policies in favor of tourism, a sector which concerns 21 million visitors, 39,000 direct jobs and 2.5 billion euros in turnover in Alsace.
It is a whole new community, with expanded powers, which allows Alsace and the refractories of the Grand Est region to exist.
